Professional Learning Policy: Best Practice Case Studies, Final Report

Teacher Professional Learning in the United States: Case Studies of State Policies and Strategies; is the third of three studies conducted by the Stanford Center for Opportunity Policy in Education for Learning Forward and sponsored by the Bill and Melinda Gates Foundation.

This report explores policies and strategies related to professional development in Colorado, Missouri, New Jersey, and Vermont. These states were selected for deeper analysis as a result of their performance on the Professional Development Access Index, reported in the Phase II study, Professional Development in the United States: Trends and Challenges and their progress on the National Assessment of Educational Progress. The study identifies common characteristics in professional development policy across these states and implications for future policy development.
